In a ceremony symbolizing opposition to child labor and sweatshop conditions in the dress industry, Secratary of Labor Francis Perkins is shown as she sewed the first NRA label on a gown at the Dress Code Authority Headquarters in New York. The label, issued only to manufacturers who have complied with code regulations, stands for a thirty-five hour week, a minimum wage, elimination of child labor, and of sweatshops. 1/22/34
